To answer your question, EAC bans are account specific. As long as you wait the 180 days, you can play on a new account like it says in your appeal.

What empress said. if you were banned by EAC for cheating on Rust, you can't play on that account. Probably ever. If it was a different game you had a game ban on, you could after 180 days of the ban.

If your ban was for rust, basically you can't play any rust server. You weren't clear that you were VAC banned for cheating on rust. if this is the case, sorry. You can't play.
