The BP and the map wipe occur at the same time on the first Thursday of every month (in your message, you wrote that the map wipe for force happens an hour after the BP wipe which is not true).
Also, if there are 5 Thursdays in the month, then yes, there will be a wipe on the 5th Thursday, but that is not always the case.
