I would completely close out of your steam(with task manager) and make sure it doesn't need to update.
If you've tried validating your files, make sure you've tried deleting your EasyAntiCheat folder and re validating your files. I think you've said you've already done this, but I don't think doing it again could hurt.
If those don't work I would say to try and reinstall Rust.

none really.. considering rust cheats require kernel level drivers/hardware direct memory reading/writing devices.. so they're almost literally undetectable... most bans are made based on extremely sus shit seen by admins directly or direct links to previous bans/ip ranges
