We do not modify the spawning or quantity of cars on this server in any kind of way, it's an official server and everything in that regard is vanilla rates. People do however like to gather them up early and store them and there is only a maximum amount that can spawn on a map as set by Facepunch so this is likely why you are not seeing any.

I couldn't honestly give you a number as I wouldn't want to quote the wrong information, it varies by map size but it's the vanilla rate at any case, you either need to break into someones car storage and steal one or keep roaming around and get lucky to find one.
