for RTG arenas they are individually "owned" by the first player to join it or whoever said person gives it to. these people control who is allowed into said arena to allow private matches etc. if you aren't whitelisted for an arena it just means the owner of it is running something private or just trying to keep teams filtered etc. hope I helped!
