I will say if you're reporting a player because you think they were banned and someone got around the ban because you see them back online with the same name, it can be tough from the player perspective to evaluate the validity of a ban notice in chat. Often enough it could be rooted in a temporary issue that needs to be resolved so it's not like they're banned and just get back on.

That is not how it works, EAC does not game ban you for reports nor do they temp ban you. Only time that happens is if you are creating flags within the game while playing. i.e no fall damage, aimbot etc. I think people forget the EAC protocol which rust runs consists of an additional server side AI also known as cerberus which is not active on a legit players account. It only activates when there is a numerous amount of flags, then with time if they continue to happen you get banned for 3 days also known as a temp ban.
