The slots on our servers are dynamic. This means that the server will automatically increase or decrease the slots, depending on the queue.
This process is fully automated and staff members are not able to change the slots!
Though the slots are dynamic, there will always be a hard limit to guarantee the best performance as well as the overall user experience.
Our Long or Medium servers will not get their slots increased to match our Main servers as that would not meet the expectations of a Long or Medium server.

To wrap your issue up. If you are trying to place a wall and it has something build above it, try to remove everything placed in the socket above it. Sometimes garage doors, tunacan lamps, rugs, sleeping bags clipping out of the wall for a pixel etc are enough to block you from building. If you exhaust all these options and you are still not able to build then it is something else. Maybe there is an other base somewhere that you have not seen, a TC around you, a monument, cave base etc.
