The question here is on what ground you will claim a charge back. You can ask that on #payment-support just in case. Though a charge back is a very specific concept and since you brought up PayPal dispute system that means you are pretty much gonna make a charge back claim for either wrongful charge of your PayPal account or discrepancy on the received services.
