How long does it take

Your assumption is correct to a certain extent. The amount of players trying to join a server does affect the cap because we would like to allow in as many players as the server can handle, so over a period of time, that cap will increase if the server can hold the pop. However, there are other more complicated factors that affect the server pop/cap as well. One of those is the server performance as I have just mentioned. You can see the message below for more information.
