As Zach said, you don't need to ping, but there's no harm in announcing it. It's a genuine Rust announcement.
it's certainly good for windows users to know about this
and I doubt anyone else would be annoyed by seeing this announced 
I would argue that this release is more important than 1.77.0
1.77.0 had a bunch of cool features that make life easier but that you can live without
while 1.77.1 makes people's development workflow work again because it broke
true, but at this point i think we've got ample precedent to announce but not ping
