#Weird question: a program cant access java

Right so yes, weird question and this is probably not the place to ask for help but I don't know where to ask.
I'm trying to play this old cd-rom game from 2002 that has an installer on the disc, to launch the installer it requires you to download "Java VM" which downloads it just fine, but then when you try to open the installer it says "Executable file cannot be opened, could not load "jvm.dll" and then it says try to install java VM again or change the Java VM used by the program" I'm really stumped and dunno why it's doing it. I tried reinstalling the java from the game's installer but that did nothing I get the same thing. Running in administrator also does nothing. If none of you can help I wish someone could direct me to the right person/place for help.

java is backwards compatible though. perhaps give a bit newer but still old java like java 8 a try

right so virtualmachine fixed those problems however now it just says cd not found put the cd in even though I have the iso mounted lol off to the vb discord server I go
