#debugging several methods for a numbers frequency using arrays

so to make this simple I have SEVERAL errors plainly because I have no clue what I'm doing because I have only written small programs using these methods and am not comfortable with them yet. If someone can walk me through this I'd appreciate it. Only a few methods are functional at the moment and I've been at this for days without much progress

Well many methods are not done yet but the actual frequency itself and frequency pair for given frequency array

I have some files I read into the array ranging from 20 to 10000, let me send the output I'm getting

The frequency array, I don't understand it all too well but i should be <6 because reading the txt file for size 20 it's the largest
