Just interreact with it. As long as it has fuel it should fire right up. (it does for me at least). Sometimes I need to right click and actually click interact, right above the fuel add buttons.

I have tried all this thanks but to no avail. I placed my own inside the Police station basement for now as I am temporarily staying there. I will continue checking every existing generators I come across, but I have checked 3 now & don't have a way to actually start them.
