Ohhh wait I think I see what you mean now lol, yeah whether the Spy is intended to work like that of APB or not, something isn't right there one way or another, so we'll look into it. Thanks for the report!

I just discovered the frag grenades purchaseable from the terminal don't have a kill string, at least for Nod. I haven't tested it with GDI.
