I think it’s based on the fans honor system, I’m sure if someone wanted to walk in they could but the fans in the fan made line are prob just gonna lineup in order anyway

The venue will never state in an official capacity that they are honoring a fan line—this is because offsite/onsite camping opens them up to too much legal liability (like a line of fans with heads on pillows one foot away from moving car tires). So they’ll always say they aren’t honoring it. The line leaders will always say they “spoke to the venue” and its being honored which is always up for debate because its not official because of what I said earlier, and obviously the fan line leaders have incentive to say that.

The morning of, it’s always hit or miss if the fan lines end up being honored by the venues. I’d say most of the time they are, but there have also been many cases where they haven’t, or where they reversed the line etc. So unfortunately it’s basically a gamble and you have to make your own call on what to believe and what to do, and just be content with that decision.
