I stepped away for a bit because i felt like i was just lost in the sauce and going down the same paths over and over so i'm just gonna dump everything i feel may be relevant to the search:
the first artists that comes up when I show the pic to people are Claude Nicolas Ledoux and Etienne Louis Boullee - mostly because the image looks utopian and slightly similar to the Cenotaph for Newton. I can't seem to find anything in their works that look like this exact structure.
The framed picture has tape over the bottom which is probably covering text.
At the beginning, I noticed the dome is kind of flat in a way that's really specific and I could kind of see a similarity with the Hagia Sophia, and was thinking maybe it's a cross-section but the similarities kinda stop there.
searching for UFO shaped buildings lead me to the Buzludzha monument and also the Kiev institute for information.
I've looked into Byzantine architecture, utopian architecture, ampitheatres, observatories, the bourbaki panorama, inflatable dome structures, ROTATING RESAURANTS LOL?? anyway.. i got nothing

If it's a concrete dome, then I am fairly certain this is not, nor ever was, a real structure. It would be huge and recognizable. I'm guessing it's a fabric covered dome-shaped awning. Notice the frill around the edges and how it looks to be open-air? Perhaps it is some market or pavilion from antiquity."
So it might not even be a domed structure, it might be the front end of a different shape building.
