Film freeway has the best overall small film festival lists, and is easy to use to join. Unfortunately a whole bunch of them are small local festivals that are only good if you can attend physically (otherwise you don’t build connections) and has a submission fee of 5-20 dollars on average, regardless of acceptance. Bigger film festivals also do take submissions, but don’t require you to pay (most of the time anyways). They mostly take films from requests and recommendations though, so it’s not quite as easy to get in on the higher levels.
Generally, you should set aside the equivalent of the production budget of your film for festivals and festival travels, but they are cumulative, so typically not as bad as the production budget as far as monetary pressures.
