for 2nd problem, translation vector means the whole circle gets moved by the direction and distance of the vector aka the circle gets moved by the x and y of the vector

it's x and y are 0 and -2 respectively

so x^2 + y^2 = 25 changes to x^2 + (y-5)^2 = 25

remember the actual formula for a circle
