Basically the real reason is which definition is more convenient
Meaning the number of edge cases to handle at any given moment
If you're working with fractions in i.e. a series and mean numbers greater than 0 in the denominator, you can exclude 0
In combinatorics, as I said above 0 is in there
Notation I like is $\mathbb{N}_0$ which tells you it is there surely
