how do i know whether something is a maximum or minimum
you can find it in many ways. what information are you given to start with?

in that case the local maximum is just every point where there is some small interval on the x-axis where:
within that interval, the maximum y-value does not occur on the edges of the interval.
The local maximum is that point with the maximum y-value
