It is a fundamental constant that relates to energies of photons
a photon is just a packet of energy and plancks constant represents the photons energy divided by photons frequency
since photons can act as a wave or a particle due to their extremely extremely small or we can just say
zero mass

you would be refering to planck length or planck temperature or some other maximum measurement number named after planck

no not really but for spacial matter we say the planck length is the smallest length possible but things MIGHT be smaller

im pretty sure the planck length is just the point where meaningful physical rules stop working

planck units are units that represent a gnoseologic limit for which observation at that particular scales can't make informations that can be measured
that's not an epistemic or ontologic limit, we can never know what will happen at those scales. as an example, any attempt to measure something smaller than the planck lenght would cause the formation of a black hole trapping the information
