I don’t the explanation why permutations are used instead of combinations

The question is unclear in its expression.

Judging from the answer, they mean... draw one number, record its value as the first digit of a three digit number, replace the marble, and repeat for digits two and three.

Hence, selecting 3 then 2 then 1, giving 321, is different from selecting 1 then 2 then 3, getting 123.

Similarly, the result 2 - 2 - 1 is different from 2 - 1 - 2.

Of the 1000 possible results (000 to 999), 720 have no repeated digit and 280 do.
