You can kind of just

Use compass and set it to 3 cm

Then set the needle on the line then draw an arc and draw line through arc to get one 3 cm line. Then measure 1.5 from the initial needle position then do it again ?

If that makes sense I think you can kind of make this happen if your instructor isn’t requiring geometry rigor
