you could notice first that $(10^{-3})^0=1$ since $a^0=1$ for all real numbers except 0. Also the logarithm with base x, you can convert it to a base 10 logarithm with [\log_b(a)=\frac{\log_k(a)}{\log_k(b)}] for any base b and new base k.
