f(x) = 3 is just a horizontal line through y = 3

and it says the domain from where to where to draw it

how about the 2nd condition?

if its limit does not exist

yea it doesnt exist for f(x) = 3

imstead x = -1 is defined to be -3

f(-1) = -3

So you have a jump

and then apparently between (-1 and 0) you got nothing and at x= 0 you got a point at f(0) = 3 again
