the statement is wrong- for integer roots the roots have to be rational and for rational roots discriminant must be a perfect square, which is possible even if the coefficients are non integral

yes, if, say, discriminant is not a perfect square then the roots may be irrational

again yeah, irrational coefficients do give rise to perfect square discriminant sometimes so it's possible
