Specifically, do you know how to simplify (a^(b^c))?

As O Dog said, try to simplify both numbers in a way that makes it more intuitive to determine which is largest using the rule that a^(bc)=(a^b)^c. For example, 2^30=2^(3 times 10)=(2^3)^10=8^10. Try to use the same logic on 3^20 and see what that gives you.
