what' i've done so far is
3^-1 = 3^1/2 / 3^(x+1)

And then 27 = 3^3 so then 27^-1/3 = 3^3(-1/3) which is 3^-1

Yeah so using exponent rule you can do 3^-1 = 3^1/2 - x - 1
So then that means -1 = -x - 1/2
So then simplify to get x = 1/2
