At 5:18 he said "so when I say that a Relation is a subset of A cross B, what I mean is ordered pairs..." and then he proceeds to write an order pair as an element of A x B.

Then at 6:27 he appears re-iterate the point by saying "... but it is some subset, some collection, of ordered pairs that is within this Cartesian product..."

The element (a,b) is an element of A×B

At 6:27 he is saying that a relation between A and B is a subset of A×B
