Oh interesting, so I did a very cursory Google search into mandatory education:

• Plato's Republic seems to be credited for popularizing the idea of compulsory schooling (though it was not quite the first, Judea had a degree of this prior)
• In Europe it seems to have been set off by Martin Luther wanting people to be able to read the Bible themselves.
• In the US, seems Massachusetts led the charge. First as a colony, due to Puritan ideas about education being obligatory.
• Then as a state, they were the first to pass compulsory education laws (at the time, 12 weeks/year, 6 of them being consecutive, between ages of 8 and 14) in 1852. You would be fined if you didn't, and in principle the government could take kids away from parents to have them apprentice if it became an issue.
• From what I can gather, immigration to the US spurred this a fair bit (they felt education would have immigrant children assimilate more + many immigrants required government assistance, so the hope was that education made people more employable and lightened the burden)
• That said, it wasn't quite enforcable, and it took a fair amount of time before many other states started adopting the same.
• Oregon tried to make everyone attend public school, though this law was deemed unconstitutional in Pierce v. Society of Sisters. Seems the idea was that "children are not creatures of the state", so responsibility for their education (and liberty to choose how) lies in the hands of the parents.
