Ok, so a partitioning of a set X is a collection of disjoint subsets of X whose union is X itself; that is, you're putting all of the objects of X into little baggies, of which you have as many as you need, and you throw away all the empty baggies once you're done. For example, {{1,2}, {3}, {4}} is a partitioning of the set {1,2,3,4}: we've placed 1 and 2 into the same bag, and we give 3 and 4 their own separate bag. Other examples include {{1,2,3}, {4}}, or {{1}, {2}, {3}, {4}} (each object gets its own bag), or {{1,2,3,4}} (each object lives in the same bag). In all of these cases, the smaller sets like {1,2}, {3}, and {4} are called "cells".

The trick relies on the fact that every equivalence relation imparts a set partitioning (why? what are the cells of this partition?), and every set partition imparts an equivalence relation (why? what is the resulting relation?), in such a way that for any two objects a,b in your set X, we have a ~ b if and only if a and b belong to the same cell in the corresponding partition.

Hence, if we are studying equivalence relations on {1,2,3} that have 1 ~ 2, then we can just as well study set partitions of {1,2,3} that have 1 and 2 lying in the same cell. If the question is how many equivalence relations there are, we can just as well ask how many set partitions there are, which I think is a little easier to count.
