The general frustration behind how cannibals seemingly spawn in automatically aggroed on the player is a big whoop, so bringing back routes similar to the first game can counteract it and diminish the need for those needless, forced spawned in waves. I was thinking, due to the size of the map they could divide it up into four distinct quarters with their own separate routes that stay in those sections. Routes in red stay in red, and routes in blue stay in blue.
With this, the worry of random attacks spawning in atop you unknowingly can be completely disregarded, and encounters can feel more natural similar to the first.
