Allow a way for config makers to edit/update filters without needing to load that config

If u do this, make sure all edits are still logged bcz config distributors could add accounts into user finder whitelists and then remove them without a trace.

for example im using config 1, i want to be able to edit the flip filters for config 2 without needing to load config 2
