100%, i was 10 years old when i started from english language resources, and english isn't my native language, hence i had to wait until then when i knew enough english to learn from good resources even if i wanted to start already at 8 years old but could because of the language barrier and the face that i couldn't find any good resources myself at that age in my native language
i've also seen old people pick up the skill very late in life, so it's absolutely possible at almost any age where you have enough reading and writing skills

Just thought I'd throw this in too; learning to code and learning to program are 2 different skills. Coding is simply the act of typing code, whereas programming involves the logical thinking, critical thinking, and problem-solving aspects, which, at least in my opinion, are way more important to learn

it was a dialect of Basic, then C, Assembly, C++, Perl, Python and a whole slew of other languages, all of which to varying degrees
i'm still learning all of the ones i'm still actively using, as learning never stops, you will never fully know programming in any "real" programming language
