They are telling you to learn how to convert what they have written into coding yourself. Not very easy even for a beginner ai developer. It will take time but you will learn a lot. You also need computational power and a good dataset.
Though later depends of the paper you are deriving your project from.
First just read some papers and try to write what you have learnt. Then try to write your own research papers of a project. These are compartively not very tough but good papers can be a bit tough if your concepts on maths and coding are not clear. The first 2 exercises will prepare you well
Then you can implement some paper yourself and become a 10x ai engineer one day.
All good ai engineers are expected to read some latest paper and implemnent them and tune them according to their own use cases. This requires solid understandings of the theories maths atleast. Writing your own paper is also a very important skill. Whether you are looking for a masters or a good ai job. Both will be far easier to get if you have atleast 5 good papers under your belt before bachelors graduation. Not that they are necessary though.
