Remember to:
- Ask your Python question, not if you can ask or if there's an expert who can help.
- Show a code sample as text (rather than a screenshot) and the error message, if you've got one.
- Explain what you expect to happen and what actually happens.
:warning: Do not pip install anything that isn't related to your question, especially if asked to over DMs.

Can you translate what the error message says?
Found a translation. Is this correct?
0x80070652 - Another installation is already in progress. Complete that installation before proceeding with this install.
Are you running any other installers?
652 is indeed another install running (or at least it thinks that).
Try restarting
wait a bit
?
You can try restarting as they mentioned.
That's odd. You can try sending the log, but in parts since the pastebin is complaining about its length.
Try sending it in parts first as I explained earlier (so multiple URLs for the entire log).

seems like the other half is missing
anyways, if you previously tried installing Python, it might have failed there and it's now stuck thinking it's "installing". You can try running the MSI troubleshooter or checking with a tool like BCUninstaller to see if it thinks you have Python installed already. But, of course, the log would give us more details.
