Issue is that inside of install_visual_c_redistributable() if a conidition is met it updates a varialbe to true, hwoever when i try use the varialbe outside the function (in main()) it does not work. it does show the message saying it should set it to true

You could put it in a frozen dataclass so it's a bit more obvious

@dataclasses.dataclass(frozen=True)
class InstallVCResult:
    needs_restart: bool

Then at the bottom of your function put:

return InstallVCResult(needs_restart=needs_restart)

Also don't do:

if sys.platform == "win32":
    {Huge block of code}
else:
    {Error message and exit}

Instead do:

if sys.platform != 'win32":
    raise RuntimeError("not supported off windows")
{Huge block of code here}
