I downloaded auto-py-to-exe using pip install auto-py-to-exe but when i try to run auto-py-to-exe it returns

'auto-py-to-exe' is not recognized as an internal or external command,
operable program or batch file.

Can you try running it with python -m (or py -m) rather than just as is?

One of the modules is asking for typing-extensions which wasn't installed for some reason.

You can install it with pip
