did you uninstall python correctly?
That could be caused by a few things, can you check the Control Panel and see if any Python entries still show up?
and why do you need an old version?
you should still be able to have two python interpreters installed in parallel

idk, i just compile old versions if i need them

You should. I believe the issue in this case is that the installer thinks there's a newer minor version of Python installed (ex: 3.9.10 is installed, but you're trying to install 3.9.9) and since the installer will attempt upgrading minor versions, the installer complains (since this would be a "downgrade" and it can't do that).
