Anyway, I can't install dotenv, due to some kind of error. I tried in VSC and cmd prompt.

Your issue is that dotenv is almost certainly not what you want to install

#

it's an ancient noname package: https://pypi.org/project/dotenv/
whereas you're probably looking for python-dotenv: https://pypi.org/project/python-dotenv/
