use python 3.12, i doubt most api wrappers support 3.13

by the time you learn how to python decently well everything will hopefully be caught up to 3.13

3.13 is probably isnt stable for many third party libraries
i mean if youre using it just for learning without touching any third party libraries then version doesnt really matter
the basic stuff is the same across all versions
well itll take you time to learn python first
youll need to know async programming, decorators, oop, subclassing, and so many other stuff
go step by step, first learn the basics like syntax, conditional statements, loops etc and slowly build up
