I agree with what @hollow ravine said at a high level, but the wording of your question indicates that you don't understand any of the nuance.
(except that you can have [jupyter] notebooks in pycharm--the question is framed incorrectly.)
I have a basic idea but I noticed data visualization is better with Jupyter
PyCharm is a IDE you can use Jupyter Notebooks in PyCharm. That is what he meant. Your question is like, "which is better for hammering a nail into a board, a hammer or a workshop"?
