so why is it?
Depends on the application, in some cases it is possible
If you wanted to exhaustively test a game like elden ring for example, there are more combinations of possible input than there are atoms in the universe I'd bet

I think this question needs to be asked with the scope of the project in mind, OP. What inputs are you trying to restrict? What outputs would you expect per input made?
