I'd say to report it to sigstore repo, since it errors on

sigstore.errors.VerificationError: invalid log entry: note must contain one blank line, deliniating the text from the signature block

So it's either problem with sigstore lib itself (hence I suggest reporting it to their repo) or the 3.12.4 release sigstore file is wonky

... Or it's possible the file got broken on download. Let me check it myself

yep, same error for me on the same file + grabbed 3.12.1 for comparison and got same error as well
