Do you get an error message? Do Bots in newer versions of discord.py not need to have intents explicitly stated?
It might be because your Bot is missing the right intents.
You are missing intents probably
import discord
from discord.ext import commands
intents = discord.Intents.default()
intents.message_content = True
bot = commands.Bot(command_prefix="$", intents=intents)
@bot.command()
async def test(ctx):
print("hi")
await ctx.send("arg")
bot.run("token")
