🔒 Error code

Sometimes I will run my code to use the bot ive made and I will get the error. Timed out waiting for launcher and the error in the terminal will be; ConnectionRefusedError: [WinError 10061] No connection could be made because the target machine actively refused it.
But if I run the code again after getting the message in the same terminal itll work? Is there any ideas on how to fix this issue?
