The error message so long it didnt even let me send it 😭 Why is it doing this?

numpy 1.20.3 is about three years old.

if you need it, use an older python version, rather than 3.12.

3.9, say.

Venvs are generally a good idea, but you still need to have that python version installed to make a venv from it.
