How are you running it in PyCharm? As run or as debug? Or something else?

You did the sleep
Never do the sleep.
System will see the main thread of the window is busy and not reacting. Do the mainloop thing instead of the sleep! It runs the loop that correctly handles the window events
try this method instead
also I don't know if this helps but here's a picture of a turtle sleeping (not delaying)
