How would you go about sending video and audio real time that is livestreamed, from one device to another on a different network?

I then want to make an API that will return the frame of the video at that moment along with the audio for the past 20 seconds

probably not using python. ffmpeg might be a possible choice, or perhaps even VLC (I'm somewhat sure it can do stuff like that)

My project will be a service for live streamers, so I want to be able to get the video-audio of their livestream to cloud so it can do some work there
