How are you running your Python file (e.g. through the command line? Or through your editor?)
through the terminal (windows)
Could you try running python -m pip install pypng in the same terminal that you're running? Assuming you run the file with e.g. python myfile.py
I drag & drop the file to the terminal to use it
Try running it manually using python path/to/file.py
